Add the butter to a small saucepan and cook over medium-low heat. When the butter is melted, add the flour and stir to combine.
Simmer until the mixture is golden and fragrant. Pour in the heavy cream, garlic powder, paprika, salt, and pepper, and stir to combine.
Bring the mixture to a simmer. Remove the pan from heat and stir in the cheese. Mix until combined.
