Could a Russia-US Clash Spiral Into War? The Escalation Risks Military Strategists Fear Most
A direct military conflict between Russia and the United States remains unlikely, but the danger cannot be dismissed as impossible. The more realistic threat is not a carefully planned Russian attack on the American mainland. It is a regional confrontation, military accident, cyberattack, or strike on NATO territory that triggers a chain of decisions neither side originally intended.
When we examine the balance of power, we see two countries capable of inflicting catastrophic damage on each other. Russia and the United States possess almost 86 percent of the world’s nuclear warheads, while both governments continue modernizing missiles, submarines, bombers, command systems, and nuclear weapons infrastructure. That enormous destructive capacity makes deterrence powerful, but it also raises the consequences of miscalculation.
Why a Deliberate Russian Attack on the United States Remains Unlikely

Russia could theoretically strike American territory using intercontinental ballistic missiles, submarine-launched missiles, long-range bombers, cyber capabilities, or other strategic systems. However, any unmistakable attack on the United States would invite overwhelming retaliation and place the survival of the Russian state at risk. This reality forms the foundation of mutual nuclear deterrence. Both countries maintain forces designed to survive an initial attack and respond afterward. Ballistic missile submarines are especially important because they can remain hidden at sea, making it extremely difficult for an opponent to eliminate every retaliatory weapon in a first strike.
We therefore should not imagine a Russia-US war as a conventional contest in which one side expects a clean victory. Even a limited nuclear exchange could cause mass casualties, destroy critical infrastructure, disrupt global trade, contaminate large areas, and create worldwide economic and humanitarian consequences. The United States says it would consider nuclear weapons only in extreme circumstances involving the vital interests of the country or its allies. Its nuclear posture is intended to deter nuclear attacks and other strategic attacks capable of causing devastating consequences. Russia’s official nuclear doctrine also presents nuclear weapons as instruments of deterrence, but the conditions surrounding possible use have attracted growing attention. President Vladimir Putin approved an updated nuclear policy in November 2024 that identifies threats Russia believes could justify nuclear consideration and places overall authority under the Russian president.
The Most Dangerous Path Begins With a Regional Incident
The likeliest route toward a Russia-US confrontation would begin outside either country’s homeland. We could see an incident involving American and Russian aircraft, naval vessels, military advisers, satellites, drones, or troops operating near the same conflict zone. A collision over international waters, an accidental missile strike, or an attack on a NATO installation could immediately create political pressure for retaliation. Leaders would have to decide whether the incident was deliberate, who authorized it, and whether a larger attack was coming. Those decisions could be made with incomplete intelligence. Military commanders might see aircraft taking off, missiles moving, submarines changing positions, or communication systems becoming unusually active. Defensive preparations by one side could then look like offensive preparations to the other.
This is known as the security dilemma. Each government may believe it is acting cautiously, while its opponent interprets the same actions as evidence of hostile intent. Mobilization leads to counter-mobilization, alerts produce higher alerts, and political leaders gradually lose room to step back without appearing weak. The United States and Russia have previously used military deconfliction channels to reduce the risk of unintended encounters. Pentagon officials have described such lines as tools for separating operations and preventing accidental escalation, particularly when forces are operating in nearby airspace.
A Strike on NATO Territory Could Transform the Crisis
A Russian attack on a NATO member would present an especially serious escalation risk because of Article 5, the alliance’s collective defense provision. NATO defines an armed attack against one member as an attack against all, although each country determines what assistance it considers necessary. The alliance reaffirmed that commitment at its July 2026 summit in Ankara, declaring that its members would stand together under Article 5. NATO also identifies Russia as the most significant direct threat to allied security and maintains a deterrence posture combining conventional, nuclear, missile-defense, cyber, and space capabilities. A confrontation might begin with something smaller than a full invasion. A missile could cross a border, a military aircraft could be shot down, or sabotage could damage infrastructure inside a NATO country. Governments would then face the difficult task of determining whether the event constituted an armed attack, an accident, or an operation designed to remain below the threshold of open war.
The response would matter as much as the original incident. NATO could strengthen air defenses, move additional forces eastward, launch conventional strikes, impose economic measures, or conduct cyber operations. Russia might interpret some of those actions as preparations for a broader offensive. Once casualties occur on both sides, domestic pressure can narrow diplomatic options. Political leaders may fear that restraint will encourage further attacks. The demand to restore deterrence can then produce another round of military action, creating an escalating cycle.
Cyber and Space Warfare Could Blur the Line Between Peace and War
Modern escalation would not be limited to tanks, aircraft, warships, and missiles. Both countries rely heavily on satellites, computer networks, early-warning radars, secure communications, navigation systems, electrical grids, and digital command infrastructure. A major cyberattack on power networks, financial institutions, transport systems, military communications, or government agencies could cause widespread disruption without immediately revealing who was responsible. Attribution takes time, yet leaders might feel pressure to respond before investigators establish the full picture.
The danger becomes greater when civilian and military networks overlap. An operation intended to disrupt conventional forces could unintentionally affect systems connected to nuclear warning, command, or communication. The targeted government might then fear that the attack is part of an effort to weaken its ability to retaliate. Space systems create similar uncertainty. Satellites support missile warning, intelligence gathering, navigation, communications, and military planning. An attack on a satellite might appear limited to one side but could be interpreted by the other as preparation for a much larger strike. We should therefore see cyber and space operations as potential escalation accelerators. They can create confusion, reduce decision time, and make leaders less confident that their forces or communication systems will remain available.
Conventional War Could Cross the Nuclear Threshold
A Russia-US conflict would not automatically become nuclear. Both countries possess large conventional forces and could initially attempt to control the confrontation through limited strikes, defensive deployments, naval operations, or attacks on military facilities. The danger would increase if one side began losing badly or believed strategically important territory, leadership centers, nuclear forces, or national command systems were under threat. A government facing conventional defeat might consider nuclear signaling to force its opponent to pause. That signaling could include public warnings, nuclear exercises, movement of dual-capable missile systems, dispersal of strategic bombers, or changes in force readiness. The purpose might be coercive rather than operational, but the opponent would still have to prepare for the possibility that the weapons could be used.
A limited nuclear strike would not necessarily remain limited. The attacked side could struggle to determine whether more weapons were coming. It might respond quickly to protect its remaining forces, producing the exact large-scale exchange both governments had hoped to avoid. The United States acknowledges that any nuclear use would fundamentally change a conflict. Its declared policy emphasizes the need to deter both large-scale attacks and limited nuclear employment intended to end a war on favorable terms.
The End of New START Has Increased Strategic Uncertainty
The arms-control environment became more uncertain after the New START Treaty expired on February 5, 2026. The agreement had placed limits on deployed strategic warheads and delivery systems while supporting inspections, notifications, and regular exchanges of information. These measures did not eliminate rivalry, but they helped both governments understand the size and composition of the other’s strategic forces. Greater transparency reduced the need to rely entirely on surveillance, assumptions, and worst-case estimates.
Without agreed limits and verification mechanisms, both countries may become more cautious about revealing military information. They may also plan against the maximum number of weapons the other side could deploy rather than the number believed to be operational.
