Legionnaires’ Disease Outbreak Kills Two as Upper East Side Cases Reach 72 in New York City
Two deaths have transformed New York City’s latest Legionnaires’ disease outbreak from a worrying cluster into a painful reminder of how quickly an invisible environmental threat can become deadly.
As we assess the outbreak across Manhattan’s Upper East Side, the numbers reveal two sharply different realities. Seventy-two people have been diagnosed, nine remain hospitalized, and two have died, but the pace of new cases has also fallen dramatically, giving health officials reason to believe that the source of exposure has probably been stopped.
The outbreak is centered in Carnegie Hill and Yorkville, particularly ZIP codes 10028, 10075, and 10128. Although investigators have not publicly identified one cooling tower as the definitive source, the city has tested hundreds of systems and ordered immediate disinfection wherever initial screening detected evidence of Legionella bacteria.
Second death deepens Upper East Side Legionnaires’ disease crisis

The New York City Health Department announced that a second person had died after contracting Legionnaires’ disease in connection with the Upper East Side cluster. The first death was reported one day earlier, while the second was confirmed as the city continued reviewing cases and environmental test results.
“We are heartbroken to learn that another New Yorker has lost their life,” Health Commissioner Dr. Alister F. Martin said as he expressed condolences to the victim’s family. He added that the city’s combination of testing, enforcement and cooling tower remediation appeared to have stopped the continuing source of exposure.
Of the 72 confirmed patients reported as of July 18, 2026, nine remained in the hospital, and 50 had been discharged. Health officials cautioned that those figures could change as investigators confirm additional diagnoses, review symptom dates, and determine whether individual cases belong to the same outbreak.
The deaths carry particular weight because Legionnaires’ disease is treatable when it is recognized early. The Centers for Disease Control and Prevention estimates that approximately one in every 10 people who develops the illness dies from complications, although the risk varies according to age, health status, and where the infection was acquired.
Declining cases suggest the Legionella exposure has stopped
The strongest sign of progress is not simply the number of cooling towers cleaned. It is the changing timeline of when patients became ill.
From July 2 through July 8, the Health Department confirmed an average of more than eight new cases each day. From July 10 through July 17, that average dropped to fewer than one new diagnosis per day.
Investigators also found a sharp decline in illnesses beginning after July 8. Some more recently confirmed cases involved patients whose symptoms had begun more than a week earlier, meaning the confirmation date did not necessarily reflect a recent exposure.
Emergency department data have not shown a concerning increase in patients with symptoms resembling Legionnaires’ disease. When we combine that hospital surveillance with falling diagnosis numbers and the completion of cooling tower disinfection, the evidence supports the city’s conclusion that continuing exposure has likely ended.
“Likely,” however, remains an important word. Health officials have not declared the investigation closed, and symptoms can develop up to 14 days after a person inhales contaminated mist. The city is therefore continuing to advise people who spent time in the affected ZIP codes to seek medical evaluation if respiratory or flu-like symptoms appear.
Cooling towers become the center of New York City’s investigation
Cooling towers are large heat-management systems commonly used by commercial, residential, and institutional buildings. They cool circulating water by exposing part of it to air, producing small droplets and mist that can be released outside.
When Legionella grows inside a poorly controlled water system, contaminated droplets can travel into the surrounding air. People may become infected after inhaling that mist, which explains why a cooling tower can affect individuals who never entered the building where it is located.
The Upper East Side contains a particularly high concentration of cooling towers. City officials said there were approximately 160 registered towers in the three ZIP codes under investigation as of July 6, more than three times the number tested during the 2025 Central Harlem investigation.
The Health Department ultimately collected samples from 183 cooling tower systems across the investigation area. Initial polymerase chain reaction (PCR) screening found Legionella material in towers associated with 76 buildings.
On July 14, the city ordered all 76 buildings to drain, clean, and disinfect their cooling tower systems. By July 16, every affected building had reported completing the required remediation.
This marked a significant change in New York City’s outbreak response. In earlier investigations, a building with a positive PCR screening result would generally undergo chemical treatment while awaiting slower culture testing, which can take up to two weeks. Full disinfection was usually ordered only after culture testing confirmed the presence of live bacteria.
During the Upper East Side response, the city chose not to wait. A positive initial screening result triggered immediate cleaning and disinfection, reducing the possibility that a contaminated system could continue releasing mist while investigators waited for final laboratory confirmation.
